CAMEL defines CSI trigger data in the HLR (O-CSI, T-CSI, VT-CSI, GPRS-CSI, SMS-CSI) and the CAP protocol between MSC/SGSN and an SCP that applies service logic and charging.

CAMEL is how an MVNO or operator delivers prepaid voice, SMS and data control without depending on the visited network.
